  1. Si uno pasa por las calles de la victoria, se encontrará com muchos vendedores informales. Y si se les pregunta porque no se han formalizado responderán: Sigo esperando el trámite, hay pocos beneficios y muchos inconvenientes, cobran mucho y así hasta convertirse en algo normal esta situacion
